Littleton, CO - January 1, 2003 - International Risk Group (IRG), LLC, announces that Scott E. State, P.E. has joined IRG as Principal. Mr. State will focus on providing structuring and financing advisory services for transactions involving environmentally impaired assets.

Until recently, Mr. State served as Chairman and CEO of MACTEC where he directed the growth in annual revenue from $45 million to over $500 million. Mr. State is the largest individual shareholder of MACTEC, Inc., serves on the company's Board of Directors and provides direct management consulting to the firm. His prior experience and educational background includes environmental, radiological and nuclear engineering, management and strategic analysis, as well as recapitalizations and acquisitions. Mr. State's successful management track record in commercial and government programs spans both domestic and foreign markets.
